To determine if the cooling-off period works, we surveyed a variety of gambling operators. We analyzed three popular gambling sites in order to determine the practice of the RG. Three operators were excluded because of difficulties in signing up. Three of them requested proof of address (via utility bill or bank statement). In addition, they did not send welcome emails or cooling-off notifications. Of the remaining operators, half mentioned the RG in their welcome emails.
While most Internet gambling websites offer consumer protection tools to mitigate the risks of gambling related harm, their uptake is relatively low. A theoretical framework can help to design interventions to increase uptake and awareness of these tools. For example, a Theory of Reasoned Action can be used to explain the intention of customers to use protection tools and the actual behaviour of online gamblers. In addition, a Theory of Reasoned Action is also an appropriate conceptual framework for evaluating the effectiveness of consumer protection tools on Internet wagering sites.
Although online gambling is widely regulated, it has not yet gained widespread consumer protection tools. Although licensed online gambling sites are required to provide these tools, few consumers actually use them. The authors conducted an online survey of 564 Australian customers to determine how often these tools were used and how much awareness consumers had of them. They also examined the characteristics of those who did use the tools and their attitudes towards using them. They found that consumer protection tools are generally underutilized.
